Greetings!

Much personal interest in all things AQAL and SDi. Have had a discussion with someone who asked me when I introduced the model to him: “So tell me, who is at Green? Amber? Who is on First Tier? Who is on Second Tier? Who is on 3rd Tier? What makes Second Tier different from First Tier? What makes 3rd tier different from 2nd tier?”

The qns that stumped me were the 'who is on first/second/third tier” and what makes 3rd tier different from 2nd? Can someone help answer?
