Looks interesting, Tely.  I worked a while in strategic planning for our local health authority.  I suggested to them if they want to cure rising health care costs, move to a system that pays for demonstrated health improvements, and that only.  The suggestion wasn't snapped up is one way of putting it.

Yes.  I made a pitch directly to the CEO.  I called it “interest management” in a bid to reign in particularly drug spending and rising doctor costs.  I suggested we set up a small trial system which would test the viability of the idea, a no-loss suggestion as payments out would depend on improvements to demonstrated and documented health indicators, these latter reducing health demand and thus payments out for an overall self-regulating system of financial flows.
