	The UN Security Council pledged that they would help protect the people of Darfur, but delays by UN member states continue to stand in the way of security. Tell the UN Security Council to fully deploy peacekeepers in Darfur.

Dear Samme

One year ago, the UN Security Council assured the world that they could have 80% of the UN-African Union peacekeeping force on the ground by the end of 2008. Today, less than 50% of the 26,000 troops are deployed in Darfur. The UN now says that only 60% of the authorized peacekeepers will be deployed by the end of the year.

One year ago, UN member states promised to provide helicopters and other essential equipment necessary for bringing peace to Darfur. Today, deployed troops still lack this critical equipment and are forced to make do with limited supplies.

One year ago, millions of Darfuris hoped that the UN would come through on their promise to protect Darfur. Today, many have lost their lives waiting. Delays are killing Darfur. Tell the UN Security Council to make good on their pledge to protect Darfur.

The people of Darfur are not much better off than they were one year ago. Despite pledges from the UN Security Council to improve the situation, little progress has been made in stopping the violence.

Such delays in support also put the peacekeepers at greater risk of danger and make them more vulnerable to attack. Just this month, a group of peacekeepers were ambushed in Darfur and their weapons seized by militants. Peacekeepers cannot keep the peace without the full support of the UN Security Council. Demand a fully-resourced and fully-deployed peacekeeping force in Darfur.

With each year of delay, the people of Darfur pay a terrible price. If the UN Security Council waits to follow through on its pledge to protect Darfur, who knows what tragedies the next year will bring?

Urge President Bush to sign SADA

Ask President Bush to sign the Sudan Accountability and Divestment Act

Thanks to the persistence of UUSC's Darfur activists and our allies in the anti-genocide movement, two important Darfur-related bills in Congress are closing in on passage:

1) Funding for Darfur peacekeepers: On December 17, the House Committee on Rules approved an omnibus spending bill for fiscal year 2008 that funds the United States' commitment to the joint United Nations-African Union peacekeeping force through at least November 1, 2008. It won't be a done deal until Congress passes and the president signs the final version, but it's not too early to say that getting this level of support during this tough period is a real victory.

2) Darfur divestment: On December 12, the Senate passed the Sudan Accountability and Divestment Act (SADA) by unanimous consent. On December 18, the House voted unanimously in favor of the bill and it will now head to the president's desk for his signature.

While these steps are important strides for the people of Darfur, we must take one more step to ensure victory. We must persuade President Bush to sign the SADA bill. Phone calls are more effective, so if you can, please call the White House at 202-456-1414. You can also e-mail the president by clicking below.

Grassroots pressure was instrumental to passing the funding for the Darfur peacekeepers as well as the Sudan Accountability and Divestment Act.

The White House and Congress have been embroiled in difficult budget negotiations. Funding for almost all the programs under State and Foreign Operations (which includes funding for the peacekeeping force) was reduced from previously approved levels, with the EXCEPTION of funding for the Darfur peacekeeping force. Funding for peacekeeping increased 250 percent - thanks in large part to concerted grassroots pressure!

Despite overwhelming bipartisan support, SADA had to overcome a last-minute hold on the bill. Again, thanks to targeted efforts by Darfur activists, the hold was lifted, freeing the bill for passage by overwhelming consent of the Senate and House.

Call the White House now at 202-456-1414 to ask President Bush to sign the Sudan Accountability and Divestment Act.

Stop Bashir's Defiance

Sudanese President Omar al-Bashir is at it again. He is backtracking on his government's agreements and attempting to block peacekeepers for Darfur.

His obstruction must be stopped. And it is up to our world leaders to stop it.

President Bush must make it clear that Bashir's defiance of the international community will not be tolerated. Click here to send President Bush a message asking him to stand up to Sudanese President Bashir now.

President Bashir is rejecting key provisions of the U.N. peacekeeping resolution - the same resolution his government "unconditionally accepted" earlier this year. Bashir is now adding conditions to the peacekeeping mission that would ensure it will not be effective enough to actually protect civilians.

Crucial time for peace in Darfur- Email message (October Action)

Darfur peace talks are scheduled to begin this weekend in Libya, but the situation on the ground continues to deteriorate.

Violence has escalated in recent weeks, engulfing civilians and peacekeeping forces alike. Meanwhile, political upheavals throughout Sudan threaten to eclipse the faint glimmer of hope of the peace talks.

We MUST remind our leaders that the people of Darfur need their high-level engagement now more than ever. International pressure is essential to ensure progress in peace talks and the timely deployment of the U.N.-A.U. peacekeeping force for Darfur.

Urge Senate to act on Sudan divestment authorization

Over the last two years, a number of states have chosen to divest their financial holdings from companies that help fund genocide. Unfortunately, the National Foreign Trade Council successfully challenged Illinois' state divestment law in court, and threats to other state laws may arise.

The Sudan Divestment Authorization Act, S. 831, would protect other states from similar lawsuits by making it clear that state divestment is perfectly in line with U.S. foreign policy. The bill, introduced by Sen. Richard Durbin (D-Ill.) currently has bipartisan support but is stuck in the Senate Banking Committee.

Take action now!
Send an immediate message to your senator by e-mail or fax through our Legislative Action Center. In addition, call their Washington offices. UUSC has established a special toll-free number, 800-862-5530, that you may use to respond to this alert. This number will connect you directly to the Capitol switchboard where you can ask for the offices of your senators.

Message/talking points
I am deeply concerned that there is a genocide happening on our watch in Darfur, Sudan.

I urge you to push for swift action on S. 831, the Sudan Divestment Authorization Act.

No state should be obligated to invest its citizens' retirement funds in genocide. The U.S. government currently bars American companies from conducting business operations in Sudan, and we must protect the right of states to divest their pension holdings from companies that do business with the Sudanese government.

Background
The House of Representatives passed H.R. 180, the very similar Darfur Accountability and Divestment Authorization Act by an overwhelming margin just before the summer recess. Grassroots pressure is needed to get the bill moving in the Senate. Delay in its passage will delay vital economic pressure to help end the genocide.

Since 2003, Darfur in Western Sudan has been embroiled in a deadly conflict. The Darfur genocide has been called the world’s greatest humanitarian crisis. More than 300,000 innocent civilians have been killed, millions have been forced to flee their homes. The people of Darfur are depending on the world to bring them the peace and security that they have been denied for more than four years. The United Nations has authorized a peacekeeping force, but Sudan is delaying its deployment.

Why divest?
Sudan has historically responded to economic pressure. For instance, in the late 1990s, a divestment campaign had a significant impact on the share price of major oil companies operating in Sudan, prompting at least one company to withdraw from the country. This helped contribute to the North-South Peace Agreement.

U.S. law prohibits most American companies from operating directly in Sudan. However, U.S. firms are legally able to invest in foreign companies that operate in Sudan, including “highest offenders” that make a significant contribution to funding the genocide.

Many U.S. state pension funds, universities, and investment companies, including Boston-based Fidelity Investments, invest in the highest offending companies—such as PetroChina, Sinopec, ONGC, and Petronas. Divestment sends the message “Don’t invest in genocide” and it puts financial pressure on the government of Sudan to end the genocide.

Why S. 831?
Congress needs to pass substantive legislation to support states' rights to divest. Over the last two years, a number of states have chosen to divest their financial holdings from companies that help fund the genocide. Unfortunately, the National Foreign Trade Council successfully challenged Illinois' state divestment law in court, and there may be threats to other state laws.

From action group Globe for Darfur, the next global awareness day for Darfur is Sept 16th. Sign the petition to help remove the blindfolds of the UN General Assembly to get them to honor their responsabilities to the people of Darfur.

Attacks on the people of Darfur continue and only a handful of the peace keepers needed have been deployed. It's the usual story.... If it does'nt involve control of oil the so called 'world leaders' drag their feet and the people of Darfur continue to suffer.
